Cleveland's North Coast Project

Downtown Cleveland

The Lakefront Master Plan for Cleveland’s North Coast is guiding Cleveland’s downtown lakefront transformation, laying the foundation for a more connected, inclusive and vibrant lakefront. The plan includes a land bridge (estimated completion in 2031) connecting the grassy lawns of the Huntington Convention Center, Mall C and City Hall to the North Coast, spanning railroad tracks and the freeway to restore access and repair a century-old divide. North Coast Yard is a seasonal pop-up lakefront public space that builds on the community’s vision, activating the lakefront with programming, local food and drinks, and space to relax and enjoy the view.

Rock & Roll Hall of Fame Expansion Project

North Coast Harbor

This groundbreaking 50,000-square-foot expansion, designed by world-renowned architecture firm PAU, will deliver a state-of-the-art addition featuring a striking new entry experience, welcoming spaces for community gathering and connection, versatile indoor event and live performance space, a student center for education and community activations, room for large-scale traveling exhibits, and a reimagined cafe and retail experience. The project also includes a reimagined harborfront community park to improve access to the lakefront and is expected to be completed in fall 2026.

CHEERS Project

St. Clair Superior Neighborhood

The Cleveland Harbor Eastern Embayment Resilience Strategy, or CHEERS, will transform Cleveland’s eastern lakeshore over 20 years to reconnect communities to the lake, improve public health, bolster the economy and benefit the environment and natural habitat. The CHEERS project will utilize dredge material to improve shoreline resilience, build habitat, expand parks and work to heal damage done by past unjust developmental practices and industrial uses creating more than 100 acres of new parkland on the city’s East side.

Gordon Park Expansion

St. Clair Superior Neighborhood

Donated to the City of Cleveland in 1892, Gordon Park provided access to Lake Erie for residents of Cleveland’s East Side neighborhoods and was later altered by the construction of I-90 in the 1950s. Remembered by many as the former location of the Cleveland Aquarium and a ballfield complex, use of the park’s southern portion declined in recent years. In 2023, operation and management of South Gordon Park transferred to Cleveland Metroparks. Guided by neighborhood-based input, plans call for removing outdated features, expanding park access, and activating this 48-acre lakefront gem with additions such as a pavilion, sunset bridge, plaza, great lawn, play environments, and comfort stations. The project is expected to be completed in 2027.

Patrick S. Parker Community Sailing Center Project

St. Clair Superior Neighborhood

The 24,000-square-foot Sailing Center will be the first of its kind along Lake Erie in Ohio, providing unprecedented public access and sailing opportunities. The project includes two new facilities with multipurpose learning spaces, indoor and outdoor community areas, concessions and dining, a rooftop deck, an overlook tower, and a boathouse serving as the sailing hub. Fully accessible and designed beyond ADA compliance, the center will incorporate universal design and serve as a year-round community anchor and lakefront destination for sporting and community events, retail, recreation, and public programs that expand access to sailing for those who have historically faced economic barriers. The Sailing Center is expected to be completed in late spring 2026.

Mandel Community Trail Project

St. Clair Superior Neighborhood, Downtown

The Mandel Community Trail is a new 2.7-mile off-road segment of the Cleveland Lakefront Bikeway between E. 9th and E. 55th streets along North Marginal Road on Cleveland’s East Side. It will connect to the existing bikeway from E. 55th Street to Martin Luther King Jr. Drive, creating a continuous off-road recreational link between North Coast Harbor, the Sailing Center at E. 55th Street Marina, and Gordon Park. The trail will provide much-needed, safe access to the lakefront for pedestrians and cyclists from the St. Clair Superior and Glenville neighborhoods and downtown. The project is expected to be completed in summer 2026.

Euclid Beach Neighborhood Project

Collinwood Neighborhood

The Euclid Beach Transformation Plan envisions adding nearly 30 acres of new green space along Cleveland’s lakefront, significantly expanding the existing park and creating a more accessible, inclusive and vibrant public space for the community. Central to the plan is a commitment to increasing public access to Lake Erie and reimagining the Lakeshore Boulevard corridor to support local business growth through updated zoning and design guidelines. The consolidated footprint created through these efforts will be owned and managed long-term by Cleveland Metroparks, ensuring continued public stewardship of this transformative lakefront investment.
